DHL resumes operations in Tajikistan
An international courier, package delivery and express mail service, DHL International GmbH (DHL), has resumed its operations in Tajikistan, one of its employees in Tajikistan told Asia-Plus in an interview.  
According to him, the communications service agency has granted an operating license to DHL and they started work on August 1.  
“Specialists from abroad have arrived and they will conduct a two-week training course for local staff during two weeks,” the source added.  
Recall, Tajik communications service agency sealed offices of Pony Express, TNT Express, United Parcel Service (UPS) and DHL Express in Dushanbe on June 7, 2017.
Tajik officials justified their decision to seal offices of these international logistics companies in Tajikistan by saying that the companies did not have licenses for operating in Tajikistan. 
UPS had operated in Tajikistan since 1994.  In 2004, the Communications Service reportedly abolished licensing for the company, and therefore, it had operated in Tajikistan only on the basis of registration with the Tax Committee.  However, representatives of the Communications Service came to the UPS office on June 7, 2017 and sealed it, saying that it does not have license for operating in Tajikistan
TNT Express office in Tajikistan has suffered the same fate.  The office got notification about the necessity of getting license in April 2017.  The company reportedly applied for license at once but they asked it to pay for license little later, but then they refused its license application at all.  TNT Express had operated in Tajikistan since 2005 and it had not had any problems before that.  
Meanwhile, representative of DHL Express office in Dushanbe said at the time that their office had been sealed without any explanations.
It is to be noted that mainly the nongovernmental organizations, diplomatic missions and international organizations active in the country were customers of DHL, UPS, TNT and Pony Express, while ordinary people were enjoying their services rather rarely.

DHL International GmbH (DHL) is an international courier, package delivery and express mail service, which is a division of the German logistics firm Deutsche Post. The company delivers over 1.5 billion parcels per year.
The company was founded in San Francisco, USA, in 1969 and expanded its service throughout the world by the late 1970s.  In 1979, under the name of DHL Air Cargo, the company entered the Hawaiian islands with an inter-island cargo service using two DC-3 and four DC-6 aircraft.  Dalsey and Hillblom personally oversaw the daily operations until its eventual bankruptcy closed the doors in 1983. At its peak, DHL Air Cargo employed just over 100 workers, management and pilots.
The company was primarily interested in offshore and intercontinental deliveries, but the success of FedEx prompted their own intra-US expansion starting in 1983.
In 1998, Deutsche Post began to acquire shares in DHL.  It reached controlling interest in 2001, and acquired all outstanding shares by December 2002.  The company then absorbed DHL into its Express division, while expanding the use of the DHL brand to other Deutsche Post divisions, business units, and subsidiaries.  Today, DHL Express shares its DHL brand with business units such as DHL Global Forwarding and DHL Supply Chain.  It gained a foothold in the United States when it acquired Airborne Express.
