Dushanbe mayor nominated for Majlisi Milli
Dushanbe Mayor Rustam Emomali has been nominated as candidate for Tajikistan’s upper house (Majlisi Milli) of parliament (Majlisi Oli).
The first session of the Dushanbe legislature (Majlis) of the sixth convocation took place in Dushanbe on March 13.
Newly elected members of the Dushanbe legislature have unanimously voted for nominating Rustam Emomali for the Majlisi Milli, a source within mayor’s office told Asia-Plus in an interview.
Election of members of the Majlisi Milli will take place on March 27, 2020.
Recall, Rustam Emomali, who is the eldest son of President Emomali Rahmon, won by-election to the Dushanbe legislature on April 2, 2017 with 84.81 percent of the vote, with his opponents, Fazliddin Ikromov of the Agrarian Party of Tajikistan and Hikmatullo Saidiyon of the Democratic Party of Tajikistan, garnering just 7.81 and 2.65 percent of the vote respectively.
Former Dushanbe Mayor Mahmadsaid Ubaidulloyev announced on February 7, 2017 that he has given up his seat in the city's local parliament.
On March 1 this year Rustam Emomali was reelected to the Dushanbe legislature.
The Majlisi Milli is the upper chamber of the Tajik parliament with 33 members. Three-fourths of the total number of members of the Majlisi Milli is elected at joint meetings of people’s deputies of the Gorno Badakhshan Autonomous Region and its towns and districts, regions and their towns and districts, Dushanbe city and its districts, towns and districts subordinate to the center, on the basis of indirect elections by means of secret ballot. The Gorno Badakhshan Autonomous Region, regions, Dushanbe City, towns and districts subordinate to the center have an equal number of representatives in the Majlisi Milli (five each).
One-fourths of the members of the Majlisi Milli are appointed by the President. Besides, each former President of the Republic of Tajikistan shall be the life member of the Majlisi Milli, if he doesn’t refuse to use this right.
The Majlisi Milli effectuates its work in the form of a Session. A Session of the Majlisi Milli is convoked by the Chairman of the Majlisi Milli not less than twice a year.
In the event of the death, resignation, and deeming of the President to lack dispositive capacity, his duties shall pass, until a newly elected President takes up office, to the Chairman of the Majlisi Milli. In that case, the powers of the Chairman of the Majlisi Milli shall be placed on one of his deputies.
In the mentioned instances elections for President shall be conducted within a three-month period.
